GREEN STORMWATER INFRASTRUCTURE FOR WATER QUALITY MANAGEMENT AND CLIMATE ADAPTATION

The Philadelphia Water Department’s (PWD) Green City, Clean Waters program aims to effectively managernurban water resources, while complementing programs on sustainability, open space, waterfronts, outdoor recreation andrnquality of life. This approach reduces imperviousness and alters the hydrologic response of urban areas to mimic watershedsrnwith less land development, while ensuring public money maximizes public benefit (PWD, 2009). A major goal of thernprogram is to change how land development proceeds as city lands are redeveloped over time, so that green stormwaterrnpractices become the new standard. City redevelopment will include green practices, such as sidewalk planters, bioretentionrnbasins, vegetated roofs, rain gardens and porous pavement. Implementation will be encouraged through codes, ordinancesrnand policies; coordination with large-scale land redevelopment programs; and incentives. Discussions of greenhouse gasrnemissions, reductions and sinks provided by a green infrastructure-based watershed management program and by morerntraditional infrastructure options are presented. Because it can be executed gradually, green stormwater infrastructure helps arncity adjust to climate change by providing a system that is flexible and adaptable to changing conditions.
