The evaluation of aircraft noise social cost is the attempt at putting noise nuisance intomonetary terms. The total and marginal noise social cost at one airport is clearly differentfrom another, depending mainly on the size of noise contour and the number of residentsaffected. This paper estimates the average and marginal noise social costs at variousairports, using 9 Taiwanese airports as case studies. It then investigates the relationshipbetween an airport’s traffic and its marginal noise social cost. The model used forestimating the annual aircraft noise social cost at an airport is the hedonic price method,which takes into account the number of residences within different levels of the airportnoise contour and house prices. Depending on the marginal impact of a flight and themixture of aircraft types at each airport, the noise social cost per landing and take-off isthen estimated for different aircraft types. The results of this study can inform airport,airline and local administration policies for taking environmental concerns into accountwhen setting up noise charges, revising noise insulation schemes, developing strategies forairport expansion and airline operations.
