The Flight Safety Foundation (FSF) Approach-and-landing Accident Reduction (ALAR) Tool Kit is the latest in a long line of products developed by the Foundation to combat both controlled flight into terrain (CFIT) and approach-and-landing accidents. The genesis of the ALAR Tool Kit can actually be traced to a meeting that was held in Long Beach, California, in 1992. It was during that meeting that data were presented which indicated that 80 percent of all deaths in commercial air carrier aircraft accidents occurred in the categories of CFIT and ALA. The CFIT/ALAR initiative began the following spring with the formation of the steering committee. The steering committee designed the strategy for the entire effort. This strategy focused initially on CFIT, as that was where the majority of fatalities were occurring. The committee set the goal for the CFIT effort as reducing the overall CFIT accident rate by 50 percent over a five-year period. To facilitate the accomplishment of this goal, the steering committee developed a structure for the CFIT effort that included five working groups. These working groups were: operations and training for air carrier; operations and training for corporate and regional airlines; data and data dissemination; aircraft equipment; and air traffic control and infrastructure.
