The State of New Jersey is utilizing smart growth principles to addressrngrowing congestion problems. In 2005, NJDOT completed Phase I of the ManalapanrnTownship Smart Growth Implementation Study, which focused on identifying primaryrnareas within the township to develop and implement smart growth principles in both landrnuse and transportation. The Township of Manalapan, which has a population ofrnapproximately 30,000 residents, is experiencing a surge of development within its fewrnremaining developable parcels. It is also challenged by a road network that has seenrnlittle change during the past century. Congestion is not an isolated problem, and shorttermrntraditional transportation improvement methods, such as adding pavement, are notrnpractical for Manalapan given property and fiscal constraints. Instead, congestion mayrnbe managed in the long term through development and redevelopment using smartrngrowth principles to improve infrastructure and encourage multi-modal transportation.rnPhase I of the Manalapan Smart Growth Study, titled “Implementing Smart GrowthrnPrinciples to Address Transportation Deficiencies” was presented at the 2006 ITErnAnnual Meeting and Exhibit. This paper highlights the lessons learned through Phase Irnof the study and describes the implementation methodology intended to be used inrnPhase II, which will focus on adding network connections to the existing street network.rnPhase II work has been delayed so the results of Phase II cannot yet be presented.
