Lessons Learned on Managed Lanes: HOV to HOT

This paper reviews the history of how pricing came to be implemented on HOVrnlanes and the lessons being learned from this experience. While HOV is one formrnof managed lane treatment, managed lanes are gaining ever wider appeal asrna means of managing traffic congestion and offering travelers more options.rnOver the past decade many regional and corridor studies have beenrnundertaken on HO V lanes to consider the benefits and impacts of pricing. Uprnuntil recently only a half dozen such expansions to add pricing have taken placernover the 120 HOV projects found in the U.S. and Canada. While pricing hasrnbeen slow to be adopted on existing HOV lanes, there are an increasing numberrnof locales with proposals to enhance or expand current HOT lanes and add newrnprojects. Looking forward pricing will likely be a traffic management tool onrnmany if not a majority of new managed lanes being implemented.
