In view of the situation and the characteristics of the Western Arid and Water-deficient Area in China, a System Dynamics (SD) method was employed to develop a complex and nonlinear SD model for the municipal wastewater reclamation and reuse (MWRR) system. The model was validated by running it using the original data and performing the sensitivity analysis. The SD model was then used for the MWRR system planning of Xining City, the capital of Qinghai province. A medium and long-term development trend of MWRR system in the city was predicted. It is illustrated that the demand volumes of fresh water resource can be reduced if reclaimed water is used. However, it is necessity to increase the investment of wastewater secondary and tertiary treatment projects in order to prompt municipal wastewater reuse.
