The Function of Volunteer Environment Management in Urban Environment Management

摘要

In this paper, the various volunteer environmental managements are firstly induced into a new means of environmental management. In order to popularize this effective means of environmental management in urban industrial zone, this paper has pointed out the shortcomings of original three management means in mustering inherent control dynamical force of pollution emission party on the basis of analyzing economic meaning of environmental management. Furthermore, the inevitability of developing volunteer environmental management, the specific market impulse mechanism of its function and the mutual strengthening after intercoordination with the three traditional means are elaborated combining the pressure of market competition faced by enterprises of economic integration in the world and upsurge of environmental protection developed rapidly from the nineties of last century so as to appeal: impulse the system innovation of volunteer environmental management represented by ISO14001.
