Second-time Start-ups and Clustering Development of Hi-tech Zones

摘要

Cluster is an important regional characteristic of the hi-tech industry development in the world. The paper is of the opinion that the reason our country took the government-dominated development model to accomplish the first-time start-ups of the hi-tech zones is that the development model can give play to conglomeration effect, resource effect, innovation effect, demonstration effect, cooperation effect and start-ups effect, and thus the hi-tech zones gradually become the platform to realize hi-tech industrialization. However, this development model driven by incentives on land and taxes will make the hi-tech zones lose their independent industry clustering mechanism and innate innovation mechanism. In order to promote the second-time start-ups of the hi-tech zones in our country, we have to speed up the change of the competition way and surviving environment of the hi-tech zones so as to enable the change of industry cluster from "extensive" to "intensive". Meanwhile, the change with the growth, innovation , start-ups culture and HR strategy will also be quickened, and correspondingly, the innate system of innovation and development will be intensified.
