IC technology is the key technology in the information industry and high technology, which is the amplifier for the growth of national economy. IC industry becomes one of the industries with the heaviest competition and the fastest growth and one of the important factors to affect the world economy and national safety. Affected by the demand fluctuation in the market, the IC industry makes its business cycle in every few years. When in boom or prosperity, with the fast growth of demand, expansion of existing manufacturers and lots of new investment are made, which in return makes the output larger than the demand. This fluctuation in production is worsened by the long period of construction, huge investment in equipment and the fast updating of the products in the IC industry.
