Beginning in 1997 and extending through 2003, the Southern NevadarnWater Authority (SNWA) purchased and installed new ozone andrnoxygen systems for two separate water treatment facilities. With a totalrnof 26,000 pounds per day (ppd) of ozone generation capacity and 150rntons per day (tpd) of on-site oxygen production capacity, the SNWArnproject is one of the largest uses of ozone in drinking water treatment.rnProject objectives are severalfold: primary disinfection of the raw waterrnsupply, reduction of finished water trihalomethane levels, andrnimprovement to the overall filtration treatment process. Both facilitiesrnobtain water from deep intakes within Lake Mead, which is known tornbe a high quality source of raw water for Las Vegas Valley. Ozonernwill serve to improve filter runs, reduce finished water chlorinerndemand, and provide for Cryptosporidium inactivation.rnSNWA elected to procure all equipment directly through a singlernvendor for several reasons, primarily for cost advantages, forrncommonality between the two water treatment plants, and for greaterrnoperations simplicity. A bid strategy was developed to quickly identifyrnsuitable vendors and to implement a competitive and effectivernprocurement process. Bids were received and vendor selection wasrnaccomplished during 1997. Work was subsequently assigned to twornseparate general contractors for installation and startup. Constructionrnat the new River Mountains Water Treatment Facility (RMWTF) beganrnin 1998, and construction at the existing Alfred Merritt Smith WaterrnTreatment Facility (AMSWTF) began in 1999.
