PLAN TO DO WELL: USE A 4-LEGGED STOOL TO REACH YOUR PREPAREDNESS GOALS

The Tiered Response System and the Incident Management System are two oft-mentioned concepts in OSR planning. Their use is invaluable during a response. Increasingly, OSR planning is incorporating results from relative-risk comparisons to prioritize strategies and tactics for locations using a Net Environmental Benefit Analysis (NEBA). A fourth planning concept is proposed. It is the conscious balancing of costs and practicality versus OSR risks and consequences. The As Low as Reasonably Practicable concept (ALARP) may be new to many, it is used in other fields (esp., engineering and safety) to examine options to reasonably achieve desired levels of safety and for natural disaster response planning.
