System Engineering For Informal Regulation

While systems engineering has traditonally concentrated on formal rgulations as the basis for design requiements, other informal regulations may have equally strong impacts on the nature of any given industry or processes' relationship to its regulators. Through SE analysis of programs at Los alamos National Laboratory, we argue that these informal regulatons can have substantial effects on project otcomes. We develop a framework which can be used to indlucde these informal reulgationsin both static and dynamic SE approaches and argeue that such factors can and should be included in our analyses, depite the difficulties such an approach might generate.
