Sample rate conversion (SRC) is an important functionality of software radio receivers for the demand of low power consumption and complex, and the designing anti-imaging and antialiasing filters is a main problem in SRC. In this document arbitrary rational is split to a part of 2~α and a part of fractional between 1 and 2, then designs a multi-stage conversion system with half-band filtering and time-variant cascaded-integrator-comb (CIC) filtering in receivers. The time-variant CIC filter is realized with the method of system state analysis on the normal CIC filters.
