Establishment of Planning System for Sustainable Water Resource Utilization and Case Study

Water is not only the source of cities,but also the soul,as well as carrying the city's survival and the future．Optimization of the water resources utilization and establishment of a sustainable urban water recycling system are essential for construction of green eco-city．To promote the sustainable water-resources-utilization-related planning and implementation is a concrete example of the circular economy and the scientific outlook of development．It is a powerful tool to solve the water crisis and improve the water environment．The complexity of the urban water problem determines the diversity and difficulty of water resources planning．It is very important and necessary to carry out the planning of sustainable water resources utilization in a proper way．In this paper,by analysis the Shenzhen city water resource planning which the author was involved in the recent years,the author preliminarily studies how to form a strategic and operational sustainable water resources utilization planning system．By an orderly and systematic preparation of sustainable waterresources-utilization-related planning,the sustainable water resources utilization is achieved．The harmony among city,people and water is established．
