The method involves determining process types to be processed in a system and its main characteristics e.g. resource quantity. Tasks including the process types are determined, and a progress state of the process/tasks is qualified to determine whether the process/tasks are suppressed or realized. The task/process to be realized from nature and quantity and allocation of each task to a specific structure are estimated. The quantity utilized in the system or the structure to realize a specific process/task are determined. Future resource allocation to realize the process/task is reevaluated.
