This paper focused on theoretical research about what policy can effectively enhance the status of urban transit in China city.The development of urban transit is challenged from Electric bicycle and private car which are cutting down the advantage travel distance of urban transit.It was argued that the shrinkage of the market of urban transit in relative effect is the outward manifestation of the competency of means.Using the notion of Cost Equilibrium,the discriminate model was deducted and the competency analysis emphasis was placed on the equilibrium point of the transit vs.bicycle based on the travel time and vs.automobile based on the general travel cost.Following the principle of the model,the policy implications that enhance the competitiveness of urban transit were examined.
