Towards sustaining municipal solid waste management in urban poor communities in Phnom Penh city

The solid waste collection service in Phnom Penh city, Cambodia, has been improved since the capital-short Municipality of Phnom Penh (MPP) franchised out the service to a private business. However, only residents who live in an area with many single villas or in higher income zones are provided with such a service whereas residents in urban poor communities with poor standard roads and alleys have not been served. As a result, the poor haphazardly discard their wastes and the authority is burdened with an expensive clean up system for streets and drains. The MPP has tried to provide the collection system on its own to poor communities in Boeng Keng Kang (BKK) 2&3 districts as a trial project. However, the financial shortage and the continued losses from the operation are creating stress for the MPP and, thus, the collection system may not be sustainable. This paper takes into account the local surroundings consisting of population, resources, economic, technological, and environmental conditions and proposes appropriate policy that may help to make the solid waste management (SWM) in the urban poor communities more sustainable.
