At the turning point of the century, with the transformation of infrastructure construction to functional development as Shanghai's main task, " coordination of construction and management, and strengthening of management" are important subjects for the sustainable development of Shanghai metropolis. In this article, the author defines, discriminates and discusses, theoretical issues of on mod--ern urban management which is followed by constructive suggestions on Shanghai's long-efficient urban management cross the century.
