Establishing a Corporate Approach to Project Management at the United States Census Bureau

As the largest statistical agency in the United States, the Census Bureau's mission is to be the preeminent collector and provider of timely, relevant, and quality data about the people and economy of the United States. The Census Bureau is structured organizationally by function. That is, all of the economic programs are grouped together, as are the demographic programs, the programs to accomplish the decennial census of population and housing, and methodological research. In addition, the support functions are centralized, such as contract and financial management and information technology infrastructure operations. To accomplish the Census Bureau's mission requires the use of teams that can work across these organizational lines to accomplish specific projects. Even within functional areas, teams are becoming a common approach to more efficient product delivery.
