MATCHING HONG KONG′S ESI REFORM WITH THAT IN CHINA

摘要

In Hong Kong, there are two investor-owned electricrnutilities supplying power to their consumers in separaternareas. They do not operate under franchise and virtuallyrnhave no competition on their business. However, theirrnoperations are regulated by respective Scheme of Control,rna long term agreement with the Government with itsrnpresent term expiring by 2008. That, it has been suggestedrnis the time to reform Hong Kong′s ESI. In this paper, it isrnenvisaged that possible framework of reform is to align itrnwith worldwide trends by introducing competition and tornmatch reforms with developments in China. This paperrnserves to give an overall review on the background andrndiscuss certain key issues
