eThens - A modular framework for eGovernance

eGovernance is "a moving-target" concept that refers to "a broad collection of functions of a fully "electronified government". It includes in its scope not only the established functions of a typical present day government but also those services that can be envisioned and realized only through modern technological innovations in information and communication. A government is a large, complex, and multi-faceted organization that is a source of a wide variety of services and information. This is particularly true for open, democratic governments in multi-hued countries like India. Although different functions and aspects of such governments are being converted into electronic and / or networked forms, general standards and common practices are still evolving or completely absent. This lack of standards and practices is coupled with a lack of standardization in software as applicable to eGovernance. Software development approaches as well as technology solutions in this domain are raw and are yet to be orchestrated. Given such a complex and evolving scenario, the scope for divergence and heterogeneity is high. This paper presents a case for the development of an extensible framework, which will enable application developers to model and design standardized and integrated applications in the e-governance domain.
