'E-Government in the Developing Context - The Indian Experience'

Governments in both the developed and the developing context give top priority to the citizens because it pays of. Technology innovations have revolutionized their operations. This meant fundamental changes worthy of investigation as they have become a "competing necessity". Experiences all over the globe have evidenced the use of technology in various government services. Citizens' perception of government service in India is not very enthusing. But, the expectation of an average Indian is more of a demand for quality, personalization and value whey they conduct business with government. Against this public expectation along with the technology revolution several initiatives have been attempted in different parts in India. Though most of the initiatives are still at an experimental stage, some of them like the eSeva Model of Andhra Pradesh and Bhoomi Project in Karnataka have been cited as the best ePublic Service Initiatives in India. This paper examines these two initiatives in the case study format and presents the convergence and lessons learned in the process. The eSeva and Bhoomi are successful G2C initiatives because of their coherent strategy, political will, regulatory environment, public-private partnership, developmental nature, business driven model etc. Implications for eGovemment projects in the developing context have been discussed at the end.
