Because the communication mechanism and the applied filed of the civil digital walkie-talkie (DWT) are different to the traditional walkie-talkie's, the signaling technology of the traditional walkie-talkie can't be applied to the civil DWT. So the signaling technology of civil DWT must be designed renewedly. This paper analyzes the call loss ratio and delay of the civil DWT, and brings forward a signaling structure (N+1). In addition, this paper introduces the signaling technology of implementing single call service、group call service, broadcast service and short message service especially. And then how to use the SDL tools to implement the signaling technology is addressed in detail. At last, this paper introduces the process of using VC and SDL language to build a test bench to validate the proposed signaling protocol.
