In the new high-tech enterprise organizations' operation system, the basic functions of enterprise can be undertaken by the process and team-work two kinds of supplementary organization shapes, and all functions can be suitably described by the value chain; But considered from the different levels of the function body, the new high-tech enterprises' organization shapes, can be divided into the work and operation chain, the department and enterprise chain, the industry and trade chain three main levels. This is an integrated value chain system of new high-tech enterprise. In this value chain system: it has manifested the functional level from inside to outside; it has realized the system's openness because the value chain's extension and development characteristic has broken through the boundary of organizations; but to realize the system openness, it has formed the system's optimization according to the adaptation and coordination to the value chain and each level function.
