This article firstly presents and analyzes the problems that CYPC is confronted during the construction of cascade river basin remote survey system. Then it emphasize the content and main procedure of the new mode " Joint construction and management" built by CYPC. The social and economic benefit produced by the mode is also presented and analyzed.
