In distributed multi-passive-sensor multi-target location system, the data association accuracy and calculation burden of the traditional optimal algorithm of times difference of arrival (TDOA) can t satisfy the need of actual application. This paper constructs a new global optimal algorithm aiming to the scenario of 3-passive-sensor system, and presents a three-stage association algorithm based on both statistics and the new optimal assignment algorithm. In the meantime, the test statistics for rough correlation is studied and given. Compared with the new optimal algorithm, the 3-stage correlation algorithm not only can decrease the large operation quantity but also can improve both data association and the location accuracy of targets. Simulation result shows its feasibility and effectiveness.
