DEVELOPMENT OF DATA SERVICE MARKET CHALLENGING TO TELECOMMUNICATIONS REGULATION IN CHINA

We explore development of data service market in China and its impact on telecommunications regulation. Firstly we make a simple analysis of telecommunications service industry that is characterized by decreasing growth in revenue, decline in ARPU and intense competition. Then we provide an overall description of data service market in China and account for some features of it such as great potential, new business model and trends of "integrating of 3 nets". Lastly, we characterize effects of the development of data service market on telecommunications regulation including market admittance, interconnection, universal service and telecommunications legislation, and at the same time bring forward some brief advices about telecommunications regulation reform.
