Presented for consideration is a new storm scale, the Coastal Storm Impulse Scale (COSI). COSI uses the principle of momentum conservation to combine the effects of storm surge and wave action to determine the momentum the storm impacts to a meter width of coastline. This momentum is then integrated over the duration of the storm to determine the storm's impulse. This impulse is compared to a standard storm event to give a relative scale, COSI. The theory has been applied to actual storm conditions measured at the U.S. Army Corps of Engineer's research station at Duck, North Carolina and has shown to be an effective indication of a storm's potential to cause flood damage and beach erosion at the coast.
