Partner selection becomes more and more important in a web-based manufacturing service system. The description of task decomposition for the products manufacturing is given in geographically distributed environment before the task is invited for bid. "Three stages" selection method which includes initial selection, careful selection and elaborate selection is put forward. To minimize the manufacturing and transportation cost, a genetic algorithm combined with simulated annealing algorithm is applied for the partner selection problem in elaborate selection. Moreover, the combinatorial optimization model of cooperative partners is built according to the sequence relationship between the tasks. When the genetic algorithm is used individually, the result is plunged into local optimization resolution. But when the genetic algorithm combined with simulated annealing algorithm is used, it can accept some non-optimized results at random in the searching process, so it has strong searching capacity, and the result is jumped out the local minimum. Thus, the algorithm is accurate and can solve practical problems. An example is applicable to show the application of the proposed algorithm.
