The article identifies the main problems of transportation of thermal energy. The analysis of the state of the heat networks of the city of Blagoveshchensk of the Amur region. The main problems of energy efficiency and reliability assessment of heat networks for planning and development of measures to improve the reliability of heat supply and solutions are identified. As a proposal to address these issues, this article proposes the introduction of an automated system of accounting for the state of the network in real time.
