The Plight and Solution of Public Service Supply in China's Rural Areas

This paper uses qualitative analysis method and make a brief analysis of the present situation and problems of the study on rural public services supply at home and abroad and a discuss of main reason of leading to the public services supply difficulties in China's rural areas and a response solving the problem.We should take measures to break the plight of public services supply in rural areas.First, we should implement the coordinated development strategy in urban and rural areas and change the binary state of urban-rural division and build dynamic fair system of basic public services in urban and rural areas. Second, we should establish public service-oriented government and invest more financial resources to public services in rural areas.Third, we should build legal intergovernmental relations and standardized system of intergovernmental transfer payment in order to enhance the public services supply capacity of local government.Fourth, we should set up a 'public service+GDP'-oriented performance evaluation system and public service accountability system for local leader team and cadre.Finally, we should construct the farmers' demand expression mechanism and multi-channel supply system of public goods.Based on the above, we draw a conclusions that the key solving the plight of rural public service supply is to give full play to the role of local governments.
