It is useful to classify buried targets based on fully polarimetric scattering signatures. However, most conventional GPR systems have single polarization. We developed a novel survey and processing method for obtaining a fully polarimetric target scattering matrix from single-polarization GPR radars. The proposed method was verified by experimental data taken from free space measurements as well as GPR measurements of polarized targets. This paper presents theory of the proposed methodology and measurement examples.
