Does Environmental Policy Regulation Work? An Analysis on Win-win Performance in Jiangxi Province

摘要

With 2001-2008 panel data of major-surveyed industries in Jiangxi, we test on industrial competitiveness, innovation capacity and environment protection capability of environmental policy regulation. We can clearly find that the oriented-policy Pollution tax is more effective in promoting the Competitive performance and Innovation performance, while the administrative policy pollution-control investment is more effective in lessening Emissions intensity and Energy consumption. Among them, the pollution emission tax policy elasticity on sales rate of product and technology innovation are 1.26 and 0.89; the elasticity on so2 discharge and total energy consumption are -1.37 and -1.93 respectively. All the conclusion is agree to Porter Hypothesis as a whole, so environment policy regulation can get win-win performance under low-carbon economy.
