This paper considers the problem of faulttolerant controller design for linear uncertain discretetime systems. A more practical and general model of actuator failures than outage is adopted. Based on linear matrix inequality approach, the consistency theory on circular pole index, steady variance index and H-infinity constraints is set up. And the region of H-infinity index which is consistent to the given pole index, as well as a good region of upper state-variance index which is consistent to the given consistent pole and H-infinity index are presented respectively. Finally, a numerical example shows the efficiency and necessity of the design method.
