In order to better study the echo characteristics of ground penetrating radar (GPR) in detecting multiple buried targets and layered rough surface, a composite scattering model for simulating layered rough surface and multiple targets is established. In this model, the difference mesh of time and space is used as the basic computing unit. Medium parameters of different layers and different targets are set in the grid attributes of different locations. Absorption boundaries are set at the boundary of the computing area to simulate the unbounded region. Using this model, the results of B-scan echo data of ground penetrating radar are obtained. The effects of target depth and geometric parameters on the scattering characteristics of echo are discussed, and the validity of this model is verified.
