Methods of Assessment of Compliance of the Regional University as a Driver of Innovation with the Principles of SMART-education

Digitalization makes it necessary to change the education system in accordance with the principles of SMART-concept. The retrospective analysis of the sphere of education in Russia shows that today the University is the center of the innovation space of the regional economic system. The study presents the process of transformation of the regional University development model in the conditions of transition to the digital economy from the standpoint of the life cycle theory and the laws of the organization. The method of estimation of conformity of regional University as a driver of innovations to the principles of SMART-education concept is offered. The methodology is based on an integrated approach to assessing the potential of the University. It allows you to determine the level of readiness of the University to move to a new model of education in accordance with the selected criteria.
