Analysis on the Order Parameters of Government Emergency Management Synergy System

摘要

Government emergency management system is an open, non-linear and non-equilibrium system. To find the order parameters in influencing factors of collaborative government emergency management is a matter of great significance.By discussion on the conception of government emergency management synergy and it's influencing factors, this paper argues that the capabilities of government emergency management is the order parameter of the synergic system. According to this conclusion, relative suggestions are made to improve the capabilities of government emergency management.
