DEVELOPMENT OF A HUMAN ELEMENT ASSESSMENT TOOL (HEAT) FOR THE MARITIME INDUSTRY

A Human Element Assessment Tool (HEAT) has been developed that is designed for use by Maritime and Coastguard Agency surveyors undertaking safety management audits of ships and ship operating companies under the International Safety Management (ISM) Code. HEAT contains key performance indicators that enable the auditor to systematically review the operational safety management performance with emphasis on the human element aspects of that performance. HEAT can be used to provide an independent indication of how the safety performance of the ship or operating company in question might be improved. This paper outlines the inception, development and preliminary trialling of the Human Element Assessment Tool. Findings from the trialling of the tool are discussed and issues about how the tool is to be developed and applied further highlighted.
