Petroleum Exploration and Production Environmental Standards in Emerging Markets: The Peruvian Model

The Peruvian government’s approach for environmentalrnregulation of petroleum exploration and production activitiesrnis based on a sectoral model. The office for the hydrocarbonrnsub-sector establishes effluent limits specific to explorationrnand production, but other regulations, such as water qualityrnstandards to protect receiving waters could also apply. Anrnevaluation of these norms and standards suggests thatrnapplication of regulatory criteria on a case-by-case basisrnwithin a general environmental framework could also bernconsidered.
