THE EFFECT OF PROJECT MANAGEMENT IN PROTECTION OF GANSU'S ENVIRONMENT

Bases on the favorable performance of project management in the field of enterprise management since the90's of the 20 century, The article makes a study of this application in protecting Gansu's environment, expecting to provide available scheme, organized, valued, controlling tech for improving Gansu's environment.rnTo counter the low rate of the forest coverage rate, the arid and short of rain ,the serious desertification of land, the high frequency of natural calamity and the very fragile ecological environment, Gansu Province has made "15th" ecological construction and environmental protection plans, its main goal is as follows: By 2010, extending the harnessed area of soil erosion35,000 sq. km. managing the area of desertification 1,120,000 hectares, finishing afforestation 4 million hectares and the forest coverage rate is up to 10. 8%., the total amount of the area of "three fields "is about 2,500,000 hectares. Growing grass and keeping the area and reaching 4,610,000 hectares totally, at the same time the amount of the main disposal of pollutants in the whole province get to the general quantity control goal of the capacity tentatively. To realize these goal depend on not only the scale of ecological investment but also efficiency of the ecological construction project in Gansu. For this reason, the management innovation and the mechanism innovation are imperative during the ecological construction of Gansu province.rnAs a kind of course that using the public authority to manage public affairs, the ecological environmental protection of Gansu province must emphasize the goal direction , turns from paying attention to the control of the output and responsibility mechanism, care about the efficiency and quality of the ecological construction, with the management's skills such as result controlling, budget for expenditure ,etc, it is possible to make the abundant coordination of three major goals of quality, expenses and progress by using the frame work of ecological management which is systematized, integration and model. Then it can offer ecological product that meet to quality requirement in giving resource (such as time, fund, technology and manpower). For this reason, we must turn the course management mode base on the traditional administrative organizing system to the project management mode, with ecological project as the center, which rely on the plural cooperative of government, market and non-government organization.
