摘要

Web GIS-based development scheme has been the mainstream in the development of Flood-Control Commanding Information-Service System (FCCISS). Many challenges are associated with the integration of FCCISS. These challenges mainly include: the accomplishment of system compatibility, the achievement of an efficient combination of GIS with the models of specific applications, etc. The purpose of this paper is to study the integration of the computer technology and professional technology and its implementation, and to present an operable plan, which is based on Web GIS, for the seamless connection of FCCISS. With the analysis of existing problems in system integration of FCCISS, this paper, taken the practice of FCCISS in Heilongjiang province as an example, studies the system integration scheme, the method and technology for and the implementation of FCCISS. With a sound architecture, this system features with excellent generality, interactivity, platform-independence, maintainability, and scalability, and can offer reference to the similar systems at the provincial and basin scales
