摘要

Modern trends of flood-control and disaster reduction strategy are to reduce as much as possible the economic loss and extent of injury led by disasters, which are fulfilled by modernized management means and scientific, efficient, non-engineering anti-disaster methods. An important urban flood-control non-engineering method is called as city intelligent flood-control decision support system (CFCDSS). It is based on artificial intelligence theory, geographic information system and science of decision-making. In this paper, many aspects of CFCDSS are studied in depth such as the overall structure design, major function realization and system development module. And the method of digital modeling and the process of intelligence decision-making for city flood control and disaster reduction are introduced. The establishment of this system has great significance for the normalization and modernization of the flood-control works, the scientification of the flood-control decision, and the improvement of the urban comprehensive flood-control capacity
