This report investigates the impact of varying discount rates and critical payback periods on EPA's international marginal abatement curves (MACs) for methane.A review of theprofessional literature and interviews with industry experts were used to obtain information onvariations in discount rates and required payback periods across countries and technologies.Theanalysis investigates the implications of these key investment parameters on "no-regret" optionscommonly present in MACs.
