In the last 25 years, there have been two transportation master plan studies for Lanzhou city. The planning method used in these studies have been developed by the consultants engaged in the studies. Through transportation surveys, we have built the database of the person trip and transit trip. The establish of EMME/2 model of Lanzhou means inputting the data of basic road network and some appropriate manipulates including network, matrix, function and parameter. On the basis of road planning scenario, we establish the fundamental road network which including node numbers, centroid number, links, link type, delay functions of links, turn penalty functions, demand matrix and so on. All the data related to urban activities, network data, model definitions and travel demand can be unified as the EMME/2 database. The objective of this study is to develop a transportation model for the Lanzhou urban area using EMME/2 and to evaluate and explore the usability of EMME/2. And to set up the demand models and delay function. The study results of the paper have a very important referential value to Lanzhou transportation planning. We will use the software and the data obtained from the investigation to promote our quantitative analysis standard and provide better service for various traffic research and decisions. Now EMME/2 has become a very important and effective tool in transportation planning work.
