Human Capital Policy Research on Dalian Software Industry

Coupled with the globalization of the IT industry in general, the need for talents at all levels will become increasingly critical to local sustainable ability to create wealth. This paper presents an exploratory analysis of human capital policy of Dalian software industry, based on an empirical study of the region. A subsidiary aim of the paper is to explore innovation policy issues for regions of this type. The study is based on a comprehensive, survey including current status of human resources amongst software firms in Dalian: The survey sampled about 10% of software firms in the region, collecting data on R&D and HR training expenditures at firm level. The authors study the Dalian software industry to characterize the major barriers to success for these firms. Simultaneously, the paper discusses factors that are perceived by firms as major constraints to their activities, and identifies where problems may exist in terms of the environmental and service system in the region. In recent years, preferred policies have attempted to assist SMEs in software industry by addressing their lack of physical resources or capital The evidence indicates that although the region is important as a base for national software industry, and although firms in Dalian are innovative and costly competitive, the local attracting power for human capital especially for those high level experts are limited compared with other big cities such as Beijing and Shanghai. The authors put forward the innovative human capital policy and countermeasures to improve the regional competitive strengths at the end. The overall research was set both in relation to existing empirical and theoretical work in the area of regional innovation systems as well as in relation to current objectives of regional policy in this region and in the Northeast China as a whole. This paper forms part of a wider research project into the Northeastern region resurgence funded by the Ministry of Commercial in China, and conducted by the Dalian University of Technology in Dalian.
