Hai Phong water supply company, the example of effective renovation of water system management in developing Vietnam

The port city of Hai Phong is located on the southern part of the Bac Bo plain in the coastal triangle delta of the Red river (Song Hong). Hai Phong is the third largest city of Vietnam. Before 1993, the water supply system of the city was in very ill situation, due to poor infrastructure base and management. Water loss was too high: ～70%. Water quality varied and hardly met water standards. People was lacking of cleaned water. Since 1993, thanks to co-operation between HPWSCO, the Finnish Government and Advisors, HPWSCO began gradually improve the water supply situation in Haiphong City. Number of technical and non-technical measures have been implemented in order to improve the water supply system. "Phuong" (ward) model was applied in order to monitor water consumption and revenue collection (Phuong Model Management System). Since 1998, based on achieved experience in system management, the city has been provided with the Components of 1A Project by the loan of WB (1998 - 2002). Success of the project contributes in to the gradually increasing performance of the water supply company of Hai Phong city, who became the one from most progressive water business company in the country.
