ANALYSIS OF THE INNOVATION OF ORGANIZATIONAL MANAGEMENT OF RAILWAY CONSTRUCTION BASED ON THE SUSTAINABLE DEVELOPMENT

It is an important subject that the development of the railway constructing enterprise organization be consistent with the sustainable development. Taking the sustainable development of railway constructing as its premise and purpose, and starting from the existing implementation status and the innovative necessity of the railway construction organizational management, the paper intends to make an analysis of such issues as the system, organizational institution, organizational structure and organizational culture that face the innovation of the organizational management of the railway construction, and thereby advances six innovative countermeasures based on the sustainable development of the railway construction organizational management. The six innovative countermeasures are as follows:1. Promoting the transformation of the function of the Ministry of Railway Institution to pave the way for the railway constructing enterprises to fully adapt to the market economy.2. Accelerating the marketization process of the railway construction to enable the enterprises to become main players in the market.3. Flattening the organizational structure to help the railway constructing enterprises reduce cost and improve efficiency.4. Restructuring the railway enterprises and strengthening communication and coordination within the enterprise organizations of railway construction.5. Enhancing the organizational executive ability of the railway construction enterprises in order to improve the cultural construction in enterprise organizations.6. Improving the coordinative capability in the management of enterprise organizations so as to better and sooner realize the sustainable development of railway constructing enterprise organizations.
