DISCUSSION OF THE FUTURE E-TRADE DEVELOPMENT STRATEGY FOR TAIWAN-CASE STUDY OF KTNET, KOREA

Trade facilitation was added to the World Trade Organization (WTO) agenda in 1997 to simplify the trade procedures and bring efficiency gains to the whole economy. The WTO members agreed to remove the barriers on import and export transactions to reduce the costs of the enterprises as well as the consumers. Based on this initiative, Taiwan government launched several projects to achieve the paperless trading initiative by Asia-Pacific Economic Cooperation (APEC).The Pan-Asian Alliance was founded in 2000. The alliance aims to promote cross-border trading. In this paper, we will nvestigate the customs clearance automation and the trading facilitation in Taiwan. We choose KTNET in Korea as our case study We will propose some suggestions for Taiwan e-logistics development from the case study. (1) To build a virtual market place for traditional trading and logistics. (2) To engage in the standard developments of the cross-border electronic data exchange. (3) To have the working groups responsible for the trading, customs, and logistics followed the APEC requirements. (4) To rebuild the information, communication, and technology infrastructure to enhance the information transparency and speed of e-logistics. Last is to have a single window for one-stop service and information sharing.
