With the emergence of the knowledge economy, more and more organizations take effort to implement their knowledge management strategy in order to improve effectiveness of their activities. Apparently, Web-based knowledge representation schema is necessary for organizational knowledge management systems (KMS). Related works on Web-based knowledge representation schema have shown limited expressiveness and reasoning power. Based on formalizing OWL, this paper proposes to present organizational knowledge in terms of OWL - Web Ontology Language enabling to represent all types of organizational knowledge: factual, terminological, inferential, and regulated one, with sufficient expressiveness and reasoning power. A case study from a prototype of KMS in meteorological bureau for detecting and alerting of abnormal weather is given which can be applied to both e-government and e-business.
