ENI AGIP DIVISION EP ACTIVITIES AND THE TERRITORY:HOW TO PLAN EXTERNAL EMERGENCIES WITHIN ASUSTAINABLE DEVELOPMENT PROJECT

Eni Agip Division developed a dedicated analysis for each Italian production plant with the aim tornprovide to Autorità di Protezione Civile all the information needed to prepare a Territorial IntegratedrnContingency Plan.rnSince, an Agip Division objective is to take care of all aspects concerning HSE-QR, and especiallyrnthe population safety and environmental protection, a global project has been developed to providernthe Public Authorities with the most complete and intelligible information about external risks:rncredible and expected accidents that may have an impact outside the plant have been taken intornaccount to plan actions to ensure public safety.rnSuch information integrate the Internal Contingency Plans, realised and managed by Agip Division, inrnagreement with UNMIG.rnIn the paper the method used by Agip Division in the preparation of the documentation directed tornAutorità di Protezione Civile is illustrated.rnAccident scenarios and threshold limits criteria, set in accordance to international standards, andrninnovative methodology for the definition of planning zones relevant to each possible damagernthreshold identified is described.rnThe relationships among ENI Agip Division organisation, Autorità di Protezione Civile andrnlocalational Authorities is highlighted in the paper to clearly show the links that allow the cooperationrnbetween the Concession Holder (Titolare) of the activity and the Authorities.rnA real example of the application of the described method is given.
